Charles Ellison Carter, Sr., a luminous beacon of integrity and commitment, departed this world on October 27, 2025, surrounded by the love of his family. Born on July 1, 1951, Charles lived a life emboldened by service, dedication, and an unyielding spirit that touched the hearts of many.

With more than four decades dedicated to the U.S. Army Corps of Engineers, Charles embodied the very essence of engineering excellence and civic responsibility. His notable career was underscored by pride in his service as a soldier during the tumultuous years of the Vietnam War, with his duty taking him as far as Germany. This profound commitment to his country shaped not only his professional life but also the principles by which he lived.

In addition to his professional accomplishments, Charles was an indelible part of the community in Vicksburg, where he devoted over 30 years as a respected umpire for local baseball leagues. His influence on young athletes extended far beyond the diamond—he was a mentor who nurtured their spirits, instilling a sense of sportsmanship and integrity that would guide them throughout their lives. He will be remembered not just for the games he officiated but as a man who stood for fairness, resilience, and the joy of the sport.

Charles was a proud graduate of Rosa A. Temple High School, class of 1970, where he laid the foundations of his passion for learning and leadership. His educational journey, much like his professional endeavors, was marked by a commitment to growth and excellence.

He leaves behind a legacy that will forever resonate in the hearts of those who knew him. His loving wife, Mary O’Neal Carter, stands as a testament to the deep bond they shared. The family he cherished includes his three sons, Charles Jr., Keith, and Da’Mon Carter (Crystal) , who carry forward his spirit and teachings. As a proud grandfather, he delighted in the company of his grandchildren, Jessica, Tyrann, Kaiser, and Luther Carter, as well as the joy he felt in being a great-grandfather to Marquavious Powers and Mariah Powers.

The warmth of his familial ties extended to his sisters—Agnes Carter, Julia Carter, and Betty Morgan (Bill) —who will forever hold the treasured memories of their shared childhood and the love that defined their family. Additionally, a host of nieces, nephews, extended family members, including those from the Banks, Browns, Erwins, and Prentiss families, along with countless dear friends remain to honor his remarkable life.

Charles was preceded in death by his parents, Sandy and Agnes Brown Carter, who nurtured his foundation, and by his siblings Julius, Willie Lee, Sandy Jr., Joseph, Arthur, and Bobbie Jean Carter Smith. Their absence creates a palpable void, yet their memories remain woven into the fabric of his legacy.

In celebration of his extraordinary life, family and friends are invited to gather at C J Williams Mortuary Center in Vicksburg on November 1, 2025, from 1:00 to 6:00 PM for visitation, followed by a Celebration of Life at Greater Grove Street M. B. Church on November 2, 2025, at 12:00 PM.

Charles Ellison Carter, Sr. was more than just a veteran, an umpire, a husband, a father, and a friend; he was a pillar of strength and kindness in a world ever in need of such virtues. His remarkable journey continues to inspire as he rests in eternal peace, leaving behind a legacy filled with honor, laughter, and a profound impact on those fortunate enough to have known him.
